"Higher learning institutions fail to attract, retain highly qualified professors:" AAU President

ADDIS ABABA July 28,1999 (ENA)- The President of the Addis Ababa University said failure on the part of higher learning institutions to attract and retain highly qualified professors has worsened brain-drain.

"Such drains are adding new dimensions to the conventional one.  We are currently witnessing inter-sectoral drains, between- country drains within-the-continent drains," Professor Mogesse Ashenafi said speaking at the opening of a three day international workshop on teaching and learning in higher education here yesterday.

" This implies our institution' failures in the world of fierce competition.  This phenomenon is putting much stress on the effectiveness of educational institutions," he said.

According to Prof. Mogesse examining the quality and responsiveness of higher education in Africa at present is of crucial importance and long overdue.

Research institutions are still characterized by such constraints as the limitations of research funding in the provision of facilities and instructional materials and by insufficient teachers incentive systems, he said.

A higher education specialist with UNESCO, Professor Juma Shabani said his office designed a regional project in Africa in 1995 to improve the relevance and quality of higher education in Africa and strengthen the capacity of institutions in the teaching and learning process.

Participants at the workshop are from the UN Educational, Scientific and Cultural Organization, the Addis Ababa University, the Ministry of Education, Private colleges and experts from various African countries.

The workshop was organized by the Institute of Educational Research of the Addis Ababa University in cooperation with UNESCO.
