Reference of the National Technical Committee
The Terms of Reference for the National Technical Committee is as follows:
1. Clearly defining the problem
2. The classification of sectors and the prioritizing of the main areas of focus which
will be affected most by the Y2K phenomenon
3. Prepare checklist for main equipment/technology which are affected by the problem
and, compile the results and distribute them to Committees of institutions involved.
4. Conduct an audit of current Y2K programs as a matter of urgency.
- It should be conducted nationally including all sectors of the economy.
- The Financial implications for major sectors of the economy should be estimated
- A progress report should be compiled for all programs in place and levels of
implementation (e.g level 0,1,2,----- or not started, started, etc.)
5. The running of awareness programs shall be organized as matter of urgency. Included
in this is:
- awareness raising for y2k readiness by posters/flyers
- the running of conferences and seminars
- the use of television and radio time for awareness
- the use of Web page publishing
6. The co-ordination of information and distribution of advisory services
7. Setting procedures for analyzing equipment's for Y2K compliance
8. Ensure and/or verify the availability testing toolkits necessary to analyze the
sensitive components and systems,
9. Organize training programs for representative professionals of all sectors of the
economy
10. Device strategy on how to implement Y2K compliance for widely used equipment and
software
11. Working on legal measures to monitor and to counter the supply and/or transfer of
non-compliant equipment's
12. Submit reports on the committee's activities and, achievements and possible
remedial actions required from the Government and those not to be affected by the problem.
Action Plan of the National Technical Committee
- Review the experiences of local institutions such as EAL, other countries and relevant
companies.
- Classify institutions as high, medium and low risk in terms of economic, health and
environmental risks
- Determine the present status, by means of surveys and questionnaires
- Assist and ensure that public and private sectors have setup in-house team so as to
investigate the situation in its respective institution and approved by its Head.
- Once the team has been instated, it will be the Team's duty to devise a detailed plan
of action for approval by top management of the respective institutions.
- This shall be made in writing through the PM's Office.
- The Committee shall organize technical discussion on the techniques and methodologies
of testing their systems and implementation strategies
- A questionnaire shall be prepared and assessment be done.
- Liaise with national and international organizations to formulate ideas and action
plans, whenever necessary.
- Progress reports to Government on effectiveness of the deviced national strategy.
- A monthly written report submission will be made to the Deputy Prime
Minster Office through the ESTC.
- Propose national implementation plan and strategy.
- Implement, co-ordinate and control action plans through a concerted, effective media
campaign.
- Ongoing awareness program will be run for a reasonable time range .
