Organisational Structure of Ethiopian Customs Authority (HQ)

ORGANIZATIONAL SETUP OF ETHIOPIAN CUSTOMS

The Ethiopian Customs Authority is supervised by The Federal Government Revenues Board. Hence the Authority is accountable to the Board. As it is indicated in Articles 3 to 11 of the customs law the HQ is located in Addis Ababa and it has regional offices locally, and co-ordinating offices in third countries . The regional offices supervise and manage entry points, clearing stations and control posts. Co-ordinating offices deal with the facilitation of the country’s imports and exports with the third country customs and port administrations.

The Ethiopian Customs Authority organisational set up described hereunder depicts the key structural elements at the HQ level only.

The General Manager

As it is indicated in Article 8 of Proclamation 60/1997 the General Manager shall be subject to the general directives given by the Board. He is the Chief Executive Officer (CEO) of the authority appointed by the Government and responsible for the planning, organising, directing, and administering the activities of the organisation.

The General Manager is closely assisted by the planning, research and statistics; legal and internal audit services. The Customs Automation –ASYCUDA project is currently reporting to the GM.

Deputy General Managers

The Deputies are also appointed by the Government, directly report to the GM and support the GM in all the activities he is performing and carryout the activities in his absence. There are two deputies. These are: The Deputy General Manager for Administration and Finance and The Deputy General Manager for Operations of Customs.

The Deputy for The Administration and Finance deals with all the support activities (logistics, archives, engineering and maintenance, general service), human resource management, budgeting and reporting of revenue.

He is supervising the Administration and Finance Divisions at the HQ and the same Departments in the regions.

The Deputy for the Customs Operation is dealing with the day to day activity of customs operations. He is responsible for the tariff, classification, valuation, clearance process, enforcement, duty free privileges, cargo and passenger issues, liaison with the World Customs Organisation , COMESA and other local and international organisations on the core business of customs. Currently, this DGM is responsible for tariff and trade, compliance and facilitation aspects of the Authority.

In general The Ethiopian Customs Authority has one GM, two Deputies, Three Services, Five Divisions with their respective departments and sections at the HQ. The country is divided into customs regions like the Northern Region, The North West Region, The North East region, The Eastern region, and the Southern Region.

Goods are cleared at the passenger section of the Bole International Airport arrival hall where we have a computerised system-ASYCUDA to facilitate dutiable accompanied items. The Addis Ababa Airport computerised cargo station facilitates the clearance of large cargo commercial and other goods.

Dutiable postal parcels are cleared from the customs office located inside the HQ of the Post Office Building.

The largest computerised customs station in the country is the Addis Ababa Railway Customs Station (la Gare customs). Most of the goods that are transported inland by train and trucks are cleared here.

Nazareth Customs is a small computerised station, ninety kilometres from Addis Ababa which serves the nearby public and private companies and individuals. Goods on trucks and train destined to this place are cleared there.

In the Eastern Region we have The Dire Dawa Airport Customs, The Dire Dawa Railway Customs ( Dire Dawa La Gare ), the Dewele customs, the Jigjiga customs where goods can be cleared. Out of these,The Dire Dawa La gare customs is computerised. The Dewele customs is dealing with small boarder trade items with Djibouti.

In the North-East we have the Kombolcha automated customs station for goods destined to the North East, North West and Northern Region that entered the country through the boarder post of GALAFI, and control posts like Mille.

In the North , we currently have the Mekelle Customs Station for clearance of goods. This station will be computerised in the near future. Computerisation shall continue to the North West in Gondar, Metema, Bahir Dar etc...

In the south , we have the Moyale automated boarder post with Kenya where most goods imported from the COMESA member countries are cleared.

The Ethiopian Customs Authority has tried to computerise most of its clearing stations to facilitate the importation and exportation of goods and to provide better service to its stakeholders.

The current structure shall be changed after the introduction of Customs Reform and Modernisation Program in collaboration with the World Customs Organisation and other Donor Agencies.
