I. Introduction
The Ethiopian Science and Technology Commission has keen interest in promoting the
activities of professional S&T associations/societies in the country. It renders
technical support to set out their by-laws and their constitution as legal entities and
provides modest financial and printing assistance for the holding of conferences,
workshops and symposia. The Commission has taken the initiative to organize forums where
leaders of various professionals associations meet to discuss on specific and general
issues relating to associations. On one of such forums that took place on December 14,
1993 at the Conference hall of the Commission, participants raised the need for a
catalogue of associations for better communication amongst them. This profile is,
therefore, prepared in response to the request
This profile is complied based on the analysis of a two-page questionnaire dispatched to
and collected from forty-eight professional associations. Among these, forty (83.3%)
replied while the rest failed to respond. The first part of this profile gives an overview
of the role of professional associations to S&T development endeavor and this will be
followed by conclusion and recommendations.
II.
The Role of Professional Associations/Societies in S&T Development
Science and Technology (S&T) facilitate the means for a better standard of living. In
order to harness the benefits of S&T effectively, countries, especially developing
ones should seek the involvement of their scientific and technological personnel in
S&T development activities. Though the individual efforts of scientists and
technologists can not be ruled out, their collective contribution through their respective
professional associations/societies in streamlining the development of S&T can be very
helpful.
The influences of S&T professional associations on development and societal matters
have an impact beyond the geographical boundaries of each nation. The initial take off of
societies towards focusing on development problems on a global scale was attained in New
Dehi in December 1980 at a seminar organized by the American Associations for the
Advancement of Science (AAAS). Indian Science congress Association (ISCA), and the Indian
National Science Academy (INSA). One hundred participants drawn from 35 countries
representing various professional associations attended the seminar. The over-all
discussions and recommendations were geared towards devising means for the participation
of professional societies in solving development related problems in areas of applied
research and development, in scientific and technical information, education, training,
planning and evaluation. Since then, societies have tried to convince their respective
governments to let them involve in S&T research and policy making activities.
The relationship of these societies has also strengthened through the exchange of their
publications. They have set their town standards for the registration of journals on
international citations so that these publications could be circulated beyond their
geographical boundaries.
Nationally, these associations/societies bestow a large portion of the non-financial
rewards to professionals since they publish research papers, provide fellowship and
prizes, convene professional meetings and conferences. In addition, they participate in
setting professional standards and provide continuing education in their specific fields
of interest. Associations attract the best talents that the nation has, and can also serve
as referral points to their governments on policy and development issues.
Thus, the rationale for bringing the capabilities of professional associations to have
a constructive bearing on societal and development problems is justifiable. Besides,
efforts in using S&T for development may hardly be significant unless it recognizes
and respects the role that professional associations can play in this regard.
Societies comprise a reservoir of individual scientists and technologists with
specialized knowledge, experience and expertise that can be mobilized to accomplish
specific tasks. They can devise a peer review system to evaluate research proposals,
projects and outputs so as to enable development or service institutions to effectively
utilize their limited resources. Since they constitute a vital portion of the scientific
and technical infrastructure of a country, they can be involved in the process of
identifying research and development needs and priority areas of national development
programme and strategies.
Professional associations/societies can also contribute to educational development
activities. They can assist in curriculum formulation and publication of educational
materials. They can play a commendable role in educating the general public regarding the
importance of S&T through the various media. They can inculcate interest and
appreciation to S&T among the youth by popularizing their specialized field of
interest through school clubs.
III. Profile of S&T Professional Associations in Ethiopia
a. General
The establishment of S&T professional associations requires certain pre-conditions.
First and foremost, it demands the existence of a pool of trained manpower in specific
profession. In addition, its importance has to be felt among professionals themselves and
the government. It also calls for legal permits. Since 1900 Ethiopia has attempted to
acquire skilled manpower by sending students abroad. However, this effort did not produce
significant result as it entertained only a limited number. The situation improved when
the College of Addis Ababa was upgraded to the rank of a University College in 1954 and
when the number of graduates increased. The issuance of the Civil Code of the Empire of
Ethiopia, proclamation No, 165, 1960, has also created a conducive environment for the
flourishment of professional associations.
Though the Ethiopian Teachers' Associations with its glaring trade union features was
established in the 1940s, associations with clear professional sentiments began to appear
in the 1960's. In this regard, the Ethiopian Medical Association which was established in
July, 1961 had set the pace for others to follow suit. This movement of professionalism
was further strengthened in the 1970's and 1980's. But no period has been more conducive
than the 1990's for professional S&T associations to flourish and grow.
The survey, which covers twenty-two associations, seventeen societies and one
foundation, revealed that the Ethiopian Teachers' Association is the oldest professional
association in Ethiopia. It was established in 1948 with 32 members. Following ETA, three
associations were set up in the 1960's, two in the 1970's and five in the 1980's. But the
majority of the associations (29) were established in the 1990's. The Ethiopian Chemical
Engineers Society, which was established in November 1995, is the youngest of all.
The majority of these associations (11) are mainly concerned with agriculture. Eleven
associations deal with pure science, engineering and technology while seven are geared
towards health sciences. Four associations dwell on social science, and another five
pursue general issues related to wildlife, environmental conservation and development,
thereby, attracting professionals from various fields of specialization. Two associations
target education.
The Ethiopian Teachers' Association has the largest membership (120,000). LEM, the
Environment and Development Society and the Greens' Development Association have 4000 and
1082 members respectively. These associations have managed to attract wider membership
because they deal with subjects that require professionals from various disciplines. Three
associations have membership between 500 and 1000 while the majority (16) have members
between 100 and 500. The remaining (11) associations have less than 100 members. Two
associations namely the Ethiopian Inventors Association and the Ethiopian Assistant
Veterinarians Association have not disclosed their membership status.
Thirty associations have shown encouraging raise in the number of their members accounting
for more than 106%. Four associations reported no increase on their membership list. One
association, namely the Ethiopian Air Traffic Controllers' Association, has lost
twenty-eight members since its founding date in May, 1991. The survey has also showed that
60% of these associations (24) are affiliated with national and international associations
and/or organizations.
The non-profit making and non-governmental status of these associations imply the
slenderness of their material resources. Ten associations rely entirely on membership fees
as their source of income, while twenty-four associations manage to get donations in
addition to their membership fees. The rest (6) extract their funds from more than two
sources such as constancy and subscription fees.
This survey clearly shows that the number of professional S&T associations is on
the increase in recent years. Though the success of most of the associations owed to their
leadership capability and the commitments of their members, the contribution of government
and non-government organizations in this regard cannot be underestimated. In this
development, ESTC has given due attention and support to the growth and development of
these associations despite resource limitation. Seventy-nine per cent of these
associations have secured their legal status and constitution with the support of ESTC.
All that the Commission does to promote professional associations is on the basis of its
mandate as stated in the National S&T Policy document issued by the TGE in December,
1995: "support will be given to the establishment of professional and amateur
associations and to the participation of their members in scientific meetings, symposia
and conferences organized at national, regional and international levels. Equally, the
role played by other government and private organizations, which have professional
relations with these associations cannot be ruled out as a number of them have facilitated
conditions for the operation and sustainability of the associations.

IV. Conclusion and Recommendations
The importance of professional associations in the development efforts of the nation is
well understood by the Ethiopian government as it is clearly indicated in the National
S&T Policy document where the need to support and encourage professional associations
is mandatory. This is surely a clear indication that the government upholds the important
role that professional associations play in the socio-economic development efforts of the
nation. S&T institutions as functional wings of the government should take the
necessary support measures for the promotion of such associations as they too contribute
to the development of professional activities. Professional associations are pools of
S&T information on their own right. Their multi-disciplinary role as institutions of
high caliber for implementation of development programmes deserves attention at national
level. As the survey rightly revealed Ethiopian professional associations are primarily
concerned with the promotion of their respective professional objectives. They also have
to make sure that their profession as individual and as groups has an impact at broader
scale to promote the development efforts of the nation. As part and parcel of the Science
and Technology System (STS) of the country, they should participate in all levels of
S&T activities, from research to policy making. This will secure the trust, faith and
support that they expect from the society. Given the dilemma of the low level of public
understanding of science in our society, professionals must also recognize and appreciate
the heavy load that they carry in the efforts to popularize S&T to the general public.
This again is one way to prove their worthy existence to attract the public and government
support for further training and research activities which are instituted by public funds.
The information gap that exists between the scientific community and the public at large
could be bridged through the active participation of the former so that the country can
take advantage of the colossal and promising increase in scientific movement among
professional associations. To this effect, the solidarity and common faith of associations
has to be created. Hence, the promotion of a united front among the scientific community
has a paramount importance for the creation of new associations and the promotion of their
role in development efforts at national level.
