EPRDF concludes 2nd regular conference, adopts decisions

Addis Ababa, Dec. 29 (ENA)--The executive committee of the Ethiopian peoples' revolutionary democratic front (EPRDF) has concluded its second regular performance assessment conference and adopted decisions to be implemented, office of the Front said.

In a statement the front sent to ENA on Friday said the committee in its session has thoroughly discussed on rural, industrial, urban developments and future trends to be considered as well as building a democratic and functioning order in the country, among others.

It said integrated rural development couldn’t be realized without building the capacities of woredas and kebeles as well as strong support and participation of the people.

Pertinent government institutions have given paramount attention to the rural sector development during the last four months, the statement said.

The foundations have been laid that could facilitate ways for the woredas that would enable them to propose their budgets and approve, it said.

It said it was the strong belief of the EPRDF executive committee to see the woredas practice their own rights to achieve the objectives of the government designed to extricate the people from the biting poverty.

The delegation of power to the woreda and kebele councils was meant to encourage the participation of the people in the decision making process, the statement said.

The woreda and kebele councils should be given the authority to decide on the planning and execution of their budgets, it said, adding that in the absence of this right it was impossible to say the public has participated in a manful way in matters of their own.

The government has decided to follow a system of gross budget allocation in a bid to give a chance the woredas to breakdown the allocated fund in accordance with their areas of priority, the statement said.

It said the new budgetary system would enable to strengthen the federal system with reliable power division and help effect a meaningful power devaluation.

The executive committee agreed to further reinforce the capacity of woreda and kebele administrations to put into force the new budgetary system as of the next Ethiopian fiscal year.

The committee underlined the need to launch a viable working mechanism that enables regional governments to directly disburse funds to woreda and kebele administrations as the federal government allocates subsidiary budget to them.

The executive committee also underscored the importance of forging a unity of ideas among the pastoralists to speed up the development activities in the pastoralist areas.

Transparent and responsible working procedures were taking root following a series of measures taken by the government to get rid of the dependency tendencies, which had been the major threats to the country's political system, the statement said.

It said the committee urged the public to take advantage of the suitable political condition and stand in unison to expedite the socio-economic development endeavors.

The committee has commended the country's intensive and continued struggle against terrorism in light of safeguarding its peace and security.

The committee also described as "fair" and "appropriate" the efforts being exerted by the Ethiopian government to tackle terrorism particularly in the wake of the September 11th vicious terrorist acts on the U.S.A.

Unless the fertile ground for terrorists in Somali is radically changed, it is difficult to bring about peace and stability in the Sub-region, the committee underlined.

The EPLF led government has been reluctant to abide by the Algiers peace accord that it signed after its ignominious defeat at the hands of the Ethiopian defense forces, it said.

It said Eritrea’s intransigence has been an obstacle for the speedy implementation of the peace agreement.

The EPRDF executive committee has called upon the peace loving people and the international community to put effective pressure on the belligerent government in Asmara to respect the agreement and refrain from igniting another round of war.
