African leaders to attend PSC launching program

Addis Ababa, May.21(ENA)--The African heads of state and government are expected to attend the official launching of the African Union (AU) Peace and Security Council (PSC) to be held on May 25 here in Addis.

Briefing reporters here on Friday Commissioner of Peace and Security, Ambassador Said Djinnit said so far nine heads of state and government of PSC members states have confirmed to attend the launching session.

He said the PSC, which has a robust mandate in recommending the intervention in the member states to prevent conflicts affecting the continent has entered enforcement in December 2003.

Ambassador Djinnit said the launching meeting has an open session during which invited guests and non PSC member states would attend as well as a closed session for only 15 members scheduled to discus specific issues deserving urgent attention.

Current Chairman of the AU Mozambican president Joachim Alberto Chisano would preside over the meeting.

Speaking about the activities of the Council, he said it has begun taking constructive measure aimed at solving conflicts in the region by a peaceful means and negotiations.

It was on the process of developing capacity as conflict resolution in the continent was a big challenge, the commissioner said.

The Council has already started working on the establishment of the regional standby force and early warning system, among others.

A number of meetings of Chief of Staffs and Ministers of Defense and Security made all the finalizations on the framework for the establishment of the African standby force, which shall be composed of five regional brigades.

The document would be formally endorsed by the Summit next July. The full establishment of the African standby force would be a reality by the year 2010.

The African Day would be also scheduled to be observed on same day.
