The 1986
Master Plan was in need of revision for two main reasons. Firstly, the
revision was stipulated in the Master Plan anticipating the socio-economic
and spatial changes in the city’s development. Secondly, in 1991 a new
political and economic order – transition toward political federalism and
market-led economy – replaced the previous regime’s centralized system. The
master plan for the city needed to be revised in order to adjust it to these
requirements and new developments.
The revision process of the Addis Ababa Master Plan has been a combination between structure and strategic planning carried out in a participatory and dynamic fashion. Integrated into each of the four major outputs of the Office, presented below, are inputs by major stakeholders and the public at large. Each of these outputs have continuously been updated based on the inputs of major stakeholders and the public at participatory discussions and fora.
