THE MASTER PLAN REVISION PROCESS
 Strategic Urban Development Planning and Management Process

 

The 1986 Master Plan was in need of revision for two main reasons. Firstly, the revision was stipulated in the Master Plan anticipating the socio-economic and spatial changes in the city’s development. Secondly, in 1991 a new political and economic order – transition toward political federalism and market-led economy – replaced the previous regime’s centralized system. The master plan for the city needed to be revised in order to adjust it to these requirements and new developments.

Terms of reference (TOR) was prepared and a Project Office was set up to fulfill this task. The Master Plan Revision Office (ORAAMP) was mandated primarily to develop an appropriate and viable city development plan for an effective urban management that promotes investment and facilitates stakeholder involvement.

ORAAMP is advised at regular intervals by a Technical Advisory Committee and its general activities are over-seen by a Supervisory Board to ensure consistency between planners’ and politicians’ priorities.

The committee and the board are constituted from high-level city and federal government officials, academic institutions and the private sector.

Working with the TAC has ensured the hitherto lacking coordination of the work between the different bureaus

The revision process of the Addis Ababa Master Plan has been a combination between structure and strategic planning carried out in a participatory and dynamic fashion. Integrated into each of the four major outputs of the Office, presented below, are inputs by major stakeholders and the public at large. Each of these outputs have continuously been updated based on the inputs of major stakeholders and the public at participatory discussions and fora.
